Multi-coloured flowery border extends down the left side. Gold seal of the City of Sheffield is stamped in the lower right corner of certificate. Certificate text, in black, red, green, gold, and purple, reads:

At a special Meeting of the Council of the City of Sheffield, held in the Council Chamber within the Town Hall, Sheffield, on Monday, the 15th of February, 1993,
It was resolved:
That under and by virtue of the provisions of Section 249 (5) of the Local Government Act, the Honorary Freedom of the City of Sheffield be conferred upon Mr Nelson Rolihlahla Mandela
President of the African National Congress in pursuance of the Council's anti-Apartheid policies and its commitment to the struggle for freedom in South Africa, and in recognition of the part he has played in that struggle.
